Review

“In a time of increasing geopolitical uncertainty and intensifying Sino-US interactions in so-called ‘third areas,’ this timely collection of high quality essays breaks from outmoded ways of academic and policy thinking to identify a host of emerging governance, security and economic challenges that Central Asia poses for both Washington and Beijing. This volume offers valuable lessons about each of these external power's ‘tools of influence,’ their co-existence in practice, and the extent to which they can actually shape regional developments according to their respective strategic priorities.”-Alexander Cooley, author of Great Games, Local Rules: The New Great Power Contest in Central Asia“Until the collapse of the USSR, China's western border was seen as the Beijing's ‘back door.’ This collection documents its emergence as a new front door, and analyzes its implications for US-China relations. Readers of this well-crafted volume will inadvertently be led to ask whether, and how, Central Asian countries can take charge of their own security, or at least shape it.”-S. Frederick Starr, author of Lost Enlightenment: Central Asia's Golden Age from the Arab Conquest to Tamerlane

When the Soviet Union fell in 1992, the republics of Central Asia were sent adrift into the world of independence. Since that time the five republics have followed different but in some ways similar trajectories. They are low income nations with loads of primary commodities: Gold, Silver, Rare Earth Elements, oil and natural gas. They are also landlocked and the region is bordered by two great powers - China and Russia - and two regional powers - Pakistan and Iran. From 1992 until the second Chechen War and the fourth wave of Uighur violence in China, the region was largely ignored by the Great Powers. The US invaded Afghanistan; Russia was reasserting its influence in the "Near Abroad"; and China was looking for energy sources and near markets. This work moves to the New Great Game between US, China and Russia in the Eurasian Heartland. It contains chapters on military and economic influence of China and Russia, attempts at regional integration, the US's Northern Distribution Network. It also contains chapters on outside actors: Turkey's attempt to build a pan-Turkic, pan-Sunni bloc, Iran's interest in the Persian speaking region, India's involvement in opening up trade to attempt to bypass Pakistan and also a chapter on South Korea and Japan in Central Asia (spoiler alert on that one: they don't do much, China and Russia are geographically in the way).Denoon then finishes with a wrap up of the other authors. Uzbekistan and Kazakhstan are poised for international involvement but their Soviet Era leaders may limit that. Tajikistan is weak; Kyrgyzstan's democracy might just flower; Turkmenistan is still weird. While American influence will wain as it pulls out of Afghanistan and hands back Manas Air Base; Chinese influence will continue as it hopes to get oil and natural gas from Turkmenistan and Kazakhstan; Russia with a weaker economy but stronger military will hope to use its military power and the CSTO to influence the former nations of its empire. The US and China have no competing interests in Central Asia. While their interests might not be complimentary, don't see this as a US-China flashpoint. Instead there might be flare-ups in China Russia relations
